Justine was the creator and high priest of Quill. She introduced the Purge system due to her hatred of creativity and individuality. She was the twin sister of Marcus Today, who helped her create Quill.
Personality
Justine hates creativity and individuality. She's controlling and gets very angry when people go against her. Otherwise, Justine pushes down her emotions to the point where she doesn't seem to have a personality.
Appearance
Justine has a structured, wrinkled face[2] and black eyes.[2] She has long[3], silver-white hair[3][2] streaked with white highlights.[2] She wears simple clothes and a black cloak.[2]

History
Marcus and Justine were born on Warbler Island to the royal family. Marcus was always incredibly talented when it came to magic, but Justine was never very good at it. The two also had a younger sister, Emma, who they consistently turned away and made fun of.
When she and Marcus were 14[4], they left Warbler Island. The two began traveling the Seven Islands, offering people a chance to live in a perfect society, away from "the dangers of the world that would soon come to pass." They gathered the founders of Quill and started to plan this new society, before building the walls and convincing the citizens that they were surrounded by enemies.[5]Relationships
Marcus Today
Marcus and Justine were twins and seemed somewhat close. The two founded Quill together and Marcus carried out all the dirty work of magic and killing Unwanteds for her. However, Marcus didn't really believe in what she was doing. He went behind her back to create Artimé, and even convinced her most trusted governor, Gunnar Haluki, to turn against her as well. By the end, the two of them despise each other; Justine because Marcus betrayed her and all that she stood for, and Marcus because of her ideals.

Abilities/Weaknesses
It's said that Justine can do a bit of magic, but it's never revealed what that is and just how powerful she is. Marcus generally took care of anything magical for her.
Trivia
- Justine's name means "just." Funny, isn't it?
- Justine has black eyes! It's unknown which parent this came from, but it said her mother was from outside of the Seven Islands. This is never brought up again. Because of this, her brother Marcus may also have black eyes, but her sister Emma doesn't.
- Justine always preferred to be a little late.[6]
